Swinging the Axe at MOX

One of the most vexing aspects of President Barack Obama’s 2014 budget request (as regards topic of blog, naturally) is the deep cut made to MOX facility construction in South Carolina. This is being built at the Department of Energy’s Savannah River Site and is about 60 percent complete.

But let’s back up. What is the MOX facility? For that matter, what’s MOX? (link to NEI’s member site – you can see the whole thing if you’re a member – but this is the key part)

Shaw AREVA MOX Services is the prime contractor for the design, construction and startup of the Energy Department’s mixed oxide fuel fabrication facility being built at DOE’s Savannah River Site in Aiken, S.C. Under a program managed by DOE’s National Nuclear Security Administration, the MOX plant will help dispose of 34 metric tons of surplus weapons grade plutonium by blending it into fuel for commercial power reactors

And here’s the thing or at least a thing: we share this obligation with Russia, who participated in the megatons to megawatts program to downblend plutonium. This (really great) write-up at World Nuclear Association provides much more detail about the whole program, but we’ll zero in on the MOX facility part:

After environmental and safety reviews, the US Nuclear Regulatory Commission authorized construction of a MOX fuel fabrication plant (MFFF) at the DOE Savannah River site in South Carolina by Duke, Cogema, Stone & Webster.  Construction started in August 2007, by Shaw Areva MOX Services.  It will make about 1700 civil MOX fuel assemblies from depleted uranium and at least 34 tons of weapons-grade plutonium, unlike other MOX plants which use fresh reactor-grade plutonium having around one third non-fissile plutonium isotopes.  US reactors using MOX fuel will need to be licensed for it. The MFFF is designed to turn 3.5 t/yr of weapons-grade plutonium into about 150 MOX fuel assemblies, both PWR and BWR.

Couldn’t happen to a nicer element, could it? It turns plutonium from destructive to constructive in a single pass. The nonproliferation aspect is a considerable upside – in fact, a key point.

NEI’s President and CEO Marvin Fertel called out DOE on this aspect during testimony before the House Appropriations Committee:

NEI supports completion of the MOX fuel facility now under construction at the Savannah River Site in South Carolina.  This facility, which is approximately halfway through construction and in which approximately $4 billion has been invested, is important to U.S. national security and as a demonstration of America’s commitment to nonproliferation.

A little more, on the value of the MOX facility to its many partners (and eventual beneficiaries):

It is estimated that the fuel produced from the MOX project would produce $50 billion worth of electricity and enable the federal government to eliminate the expense of storage and surveillance of the plutonium in the future.  Construction and operation of the MOX plant is the result of years of work and commitments with the Russian Federation, the state of South Carolina, and thousands of workers at the site and across the country.  Each of those parties made commitments on the assumption that the U.S. government is a credible partner capable of fulfilling its arms control and nonproliferation commitments.  Failure to complete this project will validate those critics of the government, and the DOE in particular, who claim it simply cannot complete complex projects, particularly those concerning nuclear materials disposition.

That’s – pretty harsh.

But not undeserved. It’s not just that the MOX facility completes an obligation with the Russians to convert this fuel. Or that DOE is risking a large blow to its reputation. Or even that it impacts workers in South Carolina in the midst of a jobs slowdown. It’s the middle part: “Each of those parties made commitments on the assumption that the U.S. government is a credible partner capable of fulfilling its arms control and nonproliferation commitments.” That’s important. That takes in all the rest.

Now, MOX has a science-y profile that makes it seem a safe project to swing a budget axe at. I get that. But this is not an examination into the love life of caterpillars (which, don’t get me wrong, still might be quite important), the MOX facility is a project with many moving parts – many goals fulfilled in several different important policy areas – and proof that America takes those policies seriously. If it doesn’t, it should – they have an existential dimension that requires a serious, committed response. It’s not a lot to ask for.

Note: Some of our commenters pointed out the MOX facility is only for conversion of U.S. fuel. That is correct – I knew that somewhere in my brainpan, but totally muddled it here. I’ve revised the post to make this clearer.

Guest Post: Advancing Nuclear Energy Innovation, Technology

Yesterday, a group of NEI executives led by our President and CEO Marv Fertel, traveled to the Savannah River Site in South Carolina to personally see the progress being made on the construction of a nuclear fuel fabrication facility that will be jointly managed by the Shaw Group and AREVA.

Once construction is complete, the facility will begin to mix weapons grade plutonium with uranium -- a process that will eventually eliminate 68 metric tons of weapons grade plutonium from U.S. and Russian stockpiles. NEI Senior Vice President Scott Peterson, who accompanied Fertel on the tour, provided us with the following report.
Nearly 60 years ago, the U.S. government began production at its first reactor at the government’s sprawling Savannah River Site near Aiken, S.C., launching a legacy of research and technology innovation.

That mission continues today with construction of a nuclear fuel fabrication facility that will mix weapons-grade plutonium with uranium to produce electricity and continue reducing nuclear weapons stockpiles both in the United States and Russia.

The National Nuclear Security Administration’s plutonium disposition program will eliminate 68 metric tons of surplus weapon-grade plutonium in the United States and Russia, or about 8,500 warheads each. The two countries will eliminate the material for weapons use by converting it to mixed-oxide fuel for use in commercial reactors.

NEI executives joined the Shaw-AREVA leadership team at the site on Tuesday to survey progress at one of America’s first advanced-technology nuclear energy projects. One fuel assembly—comprised of 95,400 finger-tipped sized fuel pellets—will power 9,000 homes.

“This project is on the forefront of rebuilding America's infrastructure and providing energy solutions for future generations,” NEI Chief Executive Officer Marv Fertel said after touring the project. “The Shaw-AREVA consortia has created thousands of jobs and is developing a highly skilled workforce that is steeped in quality assurance work that is required in nuclear energy projects.

“Coupled with new reactor construction in Georgia and South Carolina, this region is leading the future of nuclear energy, which is the only large-scale, 24/7 and clean-air electricity source on the power grid. The mixed-oxide fuel facility will contribute to a secure, domestic source of fuel for nuclear energy facilities while furthering our government's commitment to reduce the Cold War weapons stockpile.”

The project has myriad advantages that make it attractive to local economies and suppliers in nearly every state:
  • As many as 2,700 workers have been building the facility, including about 1,000 skilled craft workers. Project managers have been tremendously successful in recruiting highly skilled, nuclear-qualified welders, which is providing a benchmark for organized labor at two Georgia Power reactors in Burke County, Ga.
  • The project is helping drive the expansion of U.S. manufacturing, with $790 million in contracts awarded to 8,900 small businesses in some 40 states. Ninety percent of the components in the fully automated fuel manufacturing process will be U.S. sourced.
  • Shaw-AREVA MOX Services is proving the value of modular construction for nuclear energy facilities. Even as civil construction continues at the massive facility, engineers and mechanics are assembling and testing key systems in a huge warehouse near the construction site. This same approach is being used by Shaw to build four reactors in Georgia and South Carolina.
  • The commitment to safety is clear among the Shaw-AREVA MOX Services team. At the current rate, workers at the site this week will reach 12 million hours without a lost workday accident. The U.S. Nuclear Regulatory Commission, which oversees the project, has not identified any needed safety improvements at the project.
Four advanced Westinghouse reactors are being built within 75 miles of Aiken, S.C—construction projects also managed by Shaw. Those projects will take advantage of lessons learned in modular construction, craft worker training and quality assurance from the mixed-oxide fuel facility.

“This is the beginning of the nuclear energy renaissance,” says Steve Marr, executive vice president and deputy project manager for the MOX facility. “We are leading the way both in technology evolution and innovation at the MOX project.”

The Small Reactors at Savannah River

hyperion power moduleThe Department of Energy proposed a couple of years ago spurring the development of small nuclear reactors by entering public-private partnerships with several vendors to foster the building of prototypes and, eventually, generate NRC license applications for the designs.
Now, the first fruit of this program has budded:
Hyperion Power Generation Inc., the Department of Energy – Savannah River, and Savannah River National Laboratory have announced their commitment to deploy a privately-funded first-of-a-kind Hyperion reactor at the DOE Savannah River Site.
Hyperion doesn’t need a license to pursue its work, as it could sell its reactor technology overseas if it chose and go through whatever processes are established in other countries. But it recognizes the value of the NRC’s license procedure as a kind of gold standard:
“It is important that we achieve NRC licensing to provide worldwide confidence in the technology and design of our advanced Generation 4 reactor,” said Dave Carlson, COO and Chief Nuclear Officer with HPG.
Let’s back up over the news a little bit.
Hyperion joins NuScale and Holtec International among the companies included in the DOE program. The work by all three companies will be done at South Carolina’s Savannah River Site. NuScale and Hyperion have small reactor designs.
So does Holtec, which I’ve generally regarded as a parts fabrication company. Holtec’s HI-SMUR 140 is a 140-megawatt reactor with an underground core. The design requires no reactor coolant pump or off-site power to cool the reactor core.
A little more about what the announcements mean:
The agreements will allow these private companies to gain information on SMR reactor deployment at SRS and offer a framework to develop land use and site services contracts to promote these initiatives. The MOUs help to leverage Savannah River’s nuclear expertise, energy facilities and land assets that support private sectors to develop, test and license prototype SMR technologies.
That’s a chunk of acronyms – MOU is memorandum of understanding, the agreements between Savannah River Site and the companies, presumably to be followed by contracts.
World Nuclear News expands on this a bit:
However, the DoE stressed that the new agreements "do not constitute a federal funding commitment." It said that it envisages private sector funding to be used to develop these technologies and support deployment plans. The DoE added that the agreements are unrelated to its funding opportunity announcement for SMR cost-share projects announced in January.
This forward-looking projects will be interesting to follow, something I’m sure the three companies and DOE will be eager to help us do.

A speech given about the Canadian response to the accident at Japan’s Fukushima Daiichi site is an interesting echo of the American response, with the Canadian Nuclear Safety Commission in the role of the NRC and the World Association of Nuclear Operators playing INPO (and INPO playing INPO, too.)
The speaker is Tom Mitchell, the President and CEO of Ontario Power Generation. The following excerpts are adapted from notes he put together for the speech. You can read the whole thing here. (I like that the Canadians use the term learnings for lessons learned,too.)
Much has been written about Fukushima – some of it critical of our industry. Yet as I look back at events over the past year, I believe our reaction to Fukushima was timely, appropriate and effective.
Right from the start, here in Canada we moved quickly to give people as many facts as possible about the event – and assure them of the safety of our nuclear units. The CNA was very active during this period. So was OPG as well as our nuclear colleagues.
At OPG, we communicated quickly and across a number of fronts --- with local communities and on regional, national and international level. We dedicated a portion of our website to the event – providing fact-based information about the event and our stations. We made our executives available for speeches and interviews. We did extensive outreach in our nuclear site communities. We published information pieces in local and regional newspapers. And we established regular and ongoing communications with nuclear organizations from around the world – including WANO (World Association of Nuclear Operators), INPO (Institute of Nuclear Power Operations) and the IAEA (International Atomic Energy Agency).
Our message was clear.
The geology at our sites was stable and our nuclear safety systems were robust – with redundant back-up power so that we were not vulnerable to Fukushima-type acts of nature.
The CNSC (Canadian Nuclear Safety Commission) was also active.
Shortly after the event, it asked Canadian nuclear operators to provide verification their reactors were safe. The CNSC also provided information on its website that was useful to both the industry and the general public. In response to the CNSC’s request, OPG and other operators launched a thorough assessment of their operations to confirm their safety.
We also committed to a number of specific actions based on lessons learned from Fukushima. By April, we had reconfirmed that our stations were indeed safe and the systems in place at OPG’s nuclear facilities were robust enough to withstand significant emergencies. In July we issued another report in which we outlined the steps we were taking to address the key learnings coming out of Fukushima. These learnings included the absolute necessity to guard against external events – specifically those that threaten to overwhelm the design basis of the plant’s systems and equipment.
I’m not sure of the CNSC’s role – it may not carry the same regulatory heft of the NRC or perhaps Sullivan just wanted to stress his company’s activities. 
There’s a section of the speech about the CANDU (which stands for Canada Deuterium Uranium) reactor, the country’s home-grown variation on a pressurized heavy water reactor. Canada has 18 operating reactors, 16 in Ontario, one in Quebec and one in New Brunswick. All are CANDUs. Canada has also sold about 32 CANDUs to other countries. None are in the United States. Nuclear energy provides about 15 per cent of the country’s electricity and 50 percent of Ontario’s electricity.

Well:
Congress and Bharatiya Janata Party (BJP) cadres hurled stones on anti-nuclear energy protesters here on Saturday. A police constable, Murugesan (45), suffered head injuries in the incident.
The story in The Hindu offers more details but not enough context to understand why government pelting occurred here. Apparently, the protest involves the building of the Kudankulum facility in Tamil Nadu, which has indeed become contentious, but that’s all I can figure out. Let’s file this one away until more information surfaces. In the meantime: no pelting.
